Matthew Wilcox (Oracle) 8c9e8381ea mm: generate PAGE_IDLE_FLAG definitions
If CONFIG_PAGE_IDLE_FLAG is not set, we can use FOLIO_FLAG_FALSE() to
generate these definitions.
