bpf: Fix XDP FD-based attach/detach logic around XDP_FLAGS_UPDATE_IF_NOEXIST
Enforce XDP_FLAGS_UPDATE_IF_NOEXIST only if new BPF program to be attached is non-NULL (i.e., we are not detaching a BPF program).
