perf/amlogic: Add support for Amlogic meson G12 SoC DDR PMU driver
Add support for Amlogic Meson G12 Series SOC - DDR bandwidth PMU driver framework and interfaces. The PMU can not only monitor the total DDR bandwidth, but also individual IP module bandwidth.
