drivers/perf: riscv: Align errno for unsupported perf event
RISC-V perf driver does not yet support PERF_TYPE_BREAKPOINT. It would
be more appropriate to return -EOPNOTSUPP or -ENOENT for this type in
pmu_sbi_event_map. Considering that other implementations return -ENOENT
for unsupported perf types, let's synchronize this behavior. Due to this
reason, a riscv bpf testcases perf_skip fail. Meanwhile, align that
behavior to the rest of proper place.

Currently all these devices appear directly under /sys/devices/
Only root busses should appear there, so instead assign the pmu->dev

This happens because in the legacy case the ctr_get_width function was not
defined, but it is used in arch_perf_update_userpage.

Also remove extra check in riscv_pmu_ctr_get_width_mask

perf: RISC-V: exclude invalid pmu counters from SBI calls
SBI firmware may not provide information for some counters in response
to SBI_EXT_PMU_COUNTER_GET_INFO call. Exclude such counters from the
subsequent SBI requests. For this purpose use global mask to keep track
of fully specified counters.

RISC-V: Add a simple platform driver for RISC-V legacy perf
The old RISC-V perf implementation allowed counting of only
cycle/instruction counters using perf. Restore that feature by implementing
a simple platform driver under a separate config to provide backward
compatibility. Any existing software stack will continue to work as it is.
However, it provides an easy way out in future where we can remove the
legacy driver.
