Jakub Kicinski 9f06f87fef net: skbuff: generalize the skb->decrypted bit
The ->decrypted bit can be reused for other crypto protocols.
Remove the direct dependency on TLS, add helpers to clean up
the ifdefs leaking out everywhere.
