arm64: kconfig: allow support for memory failure handling
Declare ARCH_SUPPORTS_MEMORY_FAILURE, as arm64 does support memory failure recovery attempt. These guides can be rendered in a number of formats, like HTML and PDF. In order to build the documentation, use ``make htmldocs`` or ``make pdfdocs``.
