s390/ipl: rename diagnose enums

Browse Source 
Rename DIAG308_IPL and DIAG308_DUMP to DIAG308_LOAD_CLEAR and
DIAG308_LOAD_NORMAL_DUMP to better reflect the associated IPL
functions.
