vfio/iommu_type1: remove IS_IOMMU_CAP_DOMAIN_IN_CONTAINER

Browse Source 
IS_IOMMU_CAP_DOMAIN_IN_CONTAINER just obsfucated the checks being
performed, so open code it in the callers.
