iommufd/selftest: Add IOMMU_VIOMMU_TYPE_SELFTEST

Implement the viommu alloc/free functions to increase/reduce refcount of
its dependent mock iommu device. User space can verify this loop via the
IOMMU_VIOMMU_TYPE_SELFTEST.
