fd88137bfb reset: tegra-bpmp: allow building under COMPILE_TEST 
The Tegra BPMP reset driver can be compiled without TEGRA_BPMP being
enabled. Allow it to be built under COMPILE_TEST.

ec8f24b7fa treewide: Add SPDX license identifier - Makefile/Kconfig 
Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

dc606c5205 reset: Add Tegra BPMP reset driver 
This driver uses the services provided by the BPMP firmware driver to
implement a reset driver based on the MRQ_RESET request.
