Many syzbot reports show extreme rtnl pressure, and many of them hint that smc acquires rtnl in netns creation for no good reason [1] This patch returns early from smc_pnet_net_init() if there is no netdevice yet. I am not even sure why smc_pnet_create_pnetids_list() even exists, because smc_pnet_netdev_event() is also calling smc_pnet_add_base_pnetid() when handling NETDEV_UP event. Please read Documentation/admin-guide/README.rst first. In order to build the documentation, use ``make htmldocs`` or ``make pdfdocs``. The formatted documentation can also be read online at: https://www.kernel.org/doc/html/latest/ There are various text files in the Documentation/ subdirectory, several of them using the Restructured Text markup notation. Please read the Documentation/process/changes.rst file, as it contains the requirements for building and running the kernel, and information about the problems which may result by upgrading your kernel.
