net: ethernet: mtk_eth_soc: Always call mtk_gmac0_rgmii_adjust() for mt7623
Modify mtk_gmac0_rgmii_adjust() so it can always be called. mtk_gmac0_rgmii_adjust() sets-up the TRGMII clocks.
