ARM: dts: aspeed: Add device tree for Ampere's Mt. Jefferson BMC

The Mt. Jefferson BMC is an ASPEED AST2600-based BMC for the Mt. Jefferson
hardware reference platform with AmpereOne(TM)M processor.
