media: uapi/linux/cec-funcs.h: set delay to 1 if unnused

If the audio_out_delay value is unused, then set it to 1, not 0.
The value 0 is reserved, and 1 is a much safer value since it
translates to a delay of (1 - 1) * 2 = 0 ms.
