Move tas2563_dvc_table into a separate Header file, as only tas2781
codec driver use this table, and hda side codec driver won't use it.

An earlier patch changed the DECLARE_TLV_DB_SCALE declaration, but
now there are additional static const variables that cause
the same build warnings:

Since we put dvc_tlv static variable to a header file it's copied to
each module that includes the header. But not all of them are actually
used it.
Fix this W=1 build warning:
