Hemanth Puranik 043ee1debd net: qcom/emac: Reduce timeout for mdio read/write
Currently mdio read/write takes around ~115us as the timeout
between status check is set to 100us.
By reducing the timeout to 1us mdio read/write takes ~15us to
complete. This improves the link up event response.

This file was moved to Documentation/admin-guide/README.rst

Please notice that there are several guides for kernel developers and users.
These guides can be rendered in a number of formats, like HTML and PDF.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.
