devlink: use tracepoint_enabled() helper
In preparation for the trap code move, use tracepoint_enabled() helper instead of trace_devlink_trap_report_enabled() which would not be defined in that scope. Please read the Documentation/process/changes.rst file, as it contains the requirements for building and running the kernel, and information about the problems which may result by upgrading your kernel.
