printk: Collapse shutdown types into a single dump reason
To turn the KMSG_DUMP_* reasons into a more ordered list, collapse the redundant KMSG_DUMP_(RESTART|HALT|POWEROFF) reasons into KMSG_DUMP_SHUTDOWN.
