This reverts commit b8dbbbc535a9 ("net: rtnetlink: remove local list
in __linkwatch_run_queue()"). It's evidently broken when there's a
non-urgent work that gets added back, and then the loop can never
finish.
While reverting, add a note about that.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
